This report collects and analyses the contribution of the experts who participated in the May 2019 Expert Group Meeting on “Affordable Housing and Social Protection Systems for All to Address Homelessness”. It investigates the complex causes of homelessness, the challenges homeless people face and the effects of homelessness on individuals and societies, and contains policy recommendations on effective housing and social protection policies.

In cities and urban areas in East Africa, livelihoods and incomes of populations are seriously affected by the COVID-19 pandemic, particularly for those living in informal settlements. These urban populations are more vulnerable to food insecurity and unstable livelihoods as they mainly depend on the informal sector.
