Build Environment Professionals; Education and Practice in Ukraine

This paper is one of nine drafted by national entities in Ukraine as part of a UN-Habitat-commissioned collection entitled Thematic Paper Series Informing Urban Recovery Approaches in Ukraine. The paper examines the past, present and future of Ukraine’s built environment professions, arguing that architects, planners, engineers and related specialists are central to the country’s reconstruction and European integration. It traces their evolution from the centralised Soviet system through post-1991 market reforms to new certification systems, the National Qualifications Framework and emerging self-regulatory professional organisations.

It describes how education is modernising, balancing technical training with creativity, interdisciplinary collaboration and digital learning. It also analyses a labour market shaped by demographic decline, displacement, mobilisation and rising women’s participation, and the reskilling initiatives responding to it. Finally, it shows how EU candidacy, the New European Bauhaus and diaspora networks are fostering green recovery specialisms and connecting Ukrainian practitioners to international expertise.
