This report collects and analyses the contribution of the experts who participated in the May 2019 Expert Group Meeting on “Affordable Housing and Social Protection Systems for All to Address Homelessness”. It investigates the complex causes of homelessness, the challenges homeless people face and the effects of homelessness on individuals and societies, and contains policy recommendations on effective housing and social protection policies.

In cities and urban areas in East Africa, livelihoods and incomes of populations are seriously affected by the COVID-19 pandemic, particularly for those living in informal settlements. These urban populations are more vulnerable to food insecurity and unstable livelihoods as they mainly depend on the informal sector. It is estimated that the number of food insecure people in East Africa will increase to more than 41 million people because of COVID-19 including 14 million urban dwellers.

This report is a Final Draft presentation of the Kalobeyei Settlement Advisory Development Plan. The plan report is for Turkana County Government’s consultation, approval and adoption. An extensive stakeholder consultation process was undertaken during the formulation of this draft plan to support the development of an integrated settlement to host 60,000 host and refugees in Turkana County, Kenya.
