تعمل لجنة الممثلين الدائمين كهيئة فرعية دائمة فيما بين الدورات لمجلس الإدارة والمعنية بتناول القضايا الطارئة ما بين اجتماعات مجلس الإدارة المنعقدة كل عامين. تتمثل مهام اللجنة الرئيسية فيما يلي:
- مراجعة ومراقبة، ضمن إطار السياسة والميزانية الذي يوفره مجلس الإدارة، تطبيق برنامج عمل الموئل وكذلك تنفيذ قرارات مجلس الإدارة؛
- مراجعة مسودة برنامج عمل وميزانية الموئل؛
- إعداد مشروعات القرارات حتى تخضع لدراسة مجلس الإدارة؛
تعقد لجنة الممثلين الدائمين أربع اجتماعات أو جلسات دورية على الأقل كل سنة ويساندها اجتماعات لفريق العمل بشأن موضوعات عديدة. عضوية اللجنة مفتوحة لكافة الممثلين الدائمين (غالبًا ما يكونوا سفراء أو مبعوثين أجانب) من الدول الأعضاء بالأمم المتحدة المعتمدين لدى الموئل.
