常驻代表委员会（CPR）是理事会闭会期间的常驻下属机构，负责处理两年一度的理事会会议闭会期间出现的问题，其主要职能如下：
- 在理事会提供的政策和预算框架内，审议和监督人居署工作方案的实施以及理事会决定的执行情况。
- 审议人居署工作方案和预算草案；
- 为理事会拟制决议和决定草案；
常驻代表委员会每年至少举行四次会议，由工作组会议提供针对各个议题的协助。委员会由联合国成员国常驻代表（通常是大使或使节）组成，但需经联合国人居署认可。
