Lao People’s Democratic Republic (Lao PDR) is increasingly shifting to a model of governance known as ‘sam-sang’ (3-build system), whereby responsibility is increasingly devolved to local administration levels (province, district and village). This poses an ideal opportunity to implement a well-integrated and vertically coordinated climate change response.

This publication describes how Participatory Budgeting is a multidimensional, democratic tool capable of supporting governments to achieve the Agenda 2030. The publication introduces new networking models and cross-cutting approaches that can shape a new governance model. The case study in General Escobedo, Mexico, illustrates the actions, results, and strength of this approach.

In cities and urban areas in East Africa, livelihoods and incomes of populations are seriously affected by the COVID-19 pandemic, particularly for those living in informal settlements. These urban populations are more vulnerable to food insecurity and unstable livelihoods as they mainly depend on the informal sector. It is estimated that the number of food insecure people in East Africa will increase to more than 41 million people because of COVID-19 including 14 million urban dwellers.
