UN-Habitat has partnered with the World Bank, the Government of Indonesia and the local government of Semarang to provide advisory support to the World Bank to implement a joint urban vision and support the WB Task Team to supervise related urban projects, including the National Urban Development Project (NUDP) and City Planning Labs.
Under the National Urban Development Programme (NUDP) and focusing on the pilot city of Semarang, the UN-Habitat’s Urban Lab team collaborated with local stakeholders to carry out an integrated rapid planning studio and capital investment planning masterclass series. The objective was to help reconnect the process of strategic spatial planning to capital investment planning and budgeting to enhance integrated planning for urban investments based on a spatial development framework and establishing mechanisms and criteria for prioritizing investments.
Aiming at developing a holistic city profile, UN-Habitat carried out a 12-week ‘rapid’ planning process aimed to generate a high-level overview of the city, identify data gaps, familiarize the authorities/stakeholders with the integrated planning approach, and predominantly to feed information into the Capital Investment Planning process. The key components of the project were as follows:
Rapidly simulate a spatial planning process following an evidence-based urban planning approach
Identify key data sets and conduct a data-driven spatial analysis of Semarang.
Identify key strategic priorities of stakeholders.
Link spatial planning to capital investment plan.
Build local capacity and share knowledge of sustainable urban development.
As outcomes, a City Profiling Report and a Capital Investment Planning Masterclass and Report have been produced.
