The goal of these Guiding Principles is to inform pragmatic strategies and propose a Framework for Action to build an enabling environment for more inclusive and functional urban-rural linkages. The principles are flexible and can be applied by all levels of stakeholders at all scales.

While the principles are designed for universal application, there are distinct roles and actions appropriate for national or local governments, civil society, the private sector and international organizations. In addition, they can be applied in varying national contexts; for example, where there is a concern about the rate of urbanization and rural transformation, or the degree of diversity in the population.

The Guiding Principles are to help address the complexity of aligning different levels of governance (national, territorial and local) while recognizing unique local contexts and multiple possibilities for implementation. Urban-rural linkages that advance integrated territorial development are not only about a collection of separate subnational regions, but are also about systems of cities at national and even across national to regional levels.

UN-Habitat’s Cities and Climate Change Initiative promotes enhanced climate change mitigation and adaptation in developing country cities. This document is an initial output of the Cities and Climate Change Initiative activities in the Kathmandu Valley of Nepal. This abridged report is based on the report titled: “Kathmandu Valley, Nepal – Climate Change Vulnerability Assessment”. Starting with a brief background of the Kathmandu Valley, this report addresses the climate change situation from a comprehensive vulnerability perspective that focuses on exposure to climate change hazards, socio-economic sensitivities and the adaptive capacities of the city and its stakeholders. Based on this analysis the report identifies vulnerable people, places and sectors.

This Facilitator’s Guide prepared by UN-Habitat and Cities Alliance accompanies the Quick Guides for Policy Makers: Housing the Poor in African Cities series. The Facilitator’s Guide comes with a USB flash drive containing the Quick Guides series, PowerPoint presentations on each Quick Guide, and videos that can be used in training activities. The training pack is intended for the use of training institutions in Africa and other interested institutions. The training pack focuses on experiential training, which draws on the experience of the workshop participants and emphasizes the sharing of ideas and opinions.

While 220 million people have been lifted out of slum conditions over the past 10 years, the number of people living in slum conditions is likely to grow by six million every year, to reach a total of 889 million by 2020. It is necessary to equip cities and their practitioners with the tools and capacities to anticipate and control urban growth and city officials will require knowledge, skills and methodologies that will allow them not only to upgrade existing slums but also prevent the appearance of new ones. This Guide advocates for a citywide approach to slum upgrading, which represents a fundamental shift from piecemeal project interventions to a citywide programme approach. This Practical Guide is part of a trilogy on citywide slum upgrading that includes Streets as Tools for Urban Transformation in Slums: A Street-led Approach to Citywide Slum Upgrading and A Training Module for Designing and Implementing Citywide Slum Upgrading. With the other two partner publications, the Practical Guide provides an accessible tool for practitioners, leading them through UN-Habitat steps towards a successful citywide slum-upgrading program.

This document provides a contextual understanding of the challenges and opportunities of climate change in relation to human settlements in Small Island Developing States (SIDS). It is a collection of initial thoughts in response to the call of Small Island Developing States for “the strengthening of the long-standing cooperation and support provided by the international community” and “enabling strong, genuine and durable partnerships at the sub-national, national, sub-regional, regional and international levels” (UNGA 2014).

De modo general, la existencia de una política de vivienda se fundamenta en la identificación de un determinado conjunto de situaciones concretas que afectan a individuos, grupos y poblaciones y que pueden ser descritas, en un sentido específico, como expresión o indicador de la presencia de necesidades habitacionales insatisfechas. Por supuesto, la observación de tales necesidades se relaciona con distintos tipos de diagnósticos, entre los que se incluye la carencia absoluta de vivienda, pero también diferentes modalidades inadecuadas o deficitarias de acceso a vivienda, entre las que se cuenta la disponibilidad insegura o no exclusiva de vivienda, así como también el acceso a viviendas que no cumplen con estándares mínimos o socialmente deseados de calidad. Reconociendo esta pluralidad de situaciones, es correcto señalar que la problemática habitacional no se reduce exclusivamente a un asunto de cantidad de viviendas, sino que implica aportar al desarrollo de condiciones que habiliten el acceso seguro, oportuno, exclusivo y equitativo a viviendas adecuadas para todos aquellos grupos e individuos que manifiestan algún tipo de necesidad.

Cities are assets, solutions and drivers of economic and social development. Cities possess huge untapped economic potential that can and should be leveraged to create wealth and economic opportunities for all. This requires good urban planning that supports urban compactness, integration, and connectivity. However, even the best urban plans risk ending up unused if they are not accompanied by financial and regulatory strategies for implementation. Strategic public investments must go hand in hand with strategic funding mechanisms and supporting governance systems. The report also identifies successful governance mechanisms for efficient and equitable provision of public services in metropolitan areas of developing countries, and shares experiences and methods to making public service provision more viable in peri-urban areas of large cities and in smaller urban centres of these countries.

For more than forty years, UN-Habitat has been working in human settlements throughout the world. The efforts of UN-Habitat have been focused on building a brighter future for developing villages, towns and cities of all sizes, which are most in need of support in guiding the process of urbanization. Towards this end we have created a new vision which makes a shift in focus and incorporates three essential urban elements into a new, integrated working methodology: Urban Legislation, Urban Design and Urban Finance, as a three-legged strategy in advancing sustainable urbanization. “Governments want us to promote an integrated approach to planning and building sustainable cities and urban settlements. We are tasked with supporting local authorities, increasing public awareness and enhancing the involvement of local people, including the poor, in decision making.”
