Cities are assets, solutions and drivers of economic and social development. Cities possess huge untapped economic potential that can and should be leveraged to create wealth and economic opportunities for all. This requires good urban planning that supports urban compactness, integration, and connectivity. However, even the best urban plans risk ending up unused if they are not accompanied by financial and regulatory strategies for implementation. Strategic public investments must go hand in hand with strategic funding mechanisms and supporting governance systems. The report also identifies successful governance mechanisms for efficient and equitable provision of public services in metropolitan areas of developing countries, and shares experiences and methods to making public service provision more viable in peri-urban areas of large cities and in smaller urban centres of these countries.

For more than forty years, UN-Habitat has been working in human settlements throughout the world. The efforts of UN-Habitat have been focused on building a brighter future for developing villages, towns and cities of all sizes, which are most in need of support in guiding the process of urbanization. Towards this end we have created a new vision which makes a shift in focus and incorporates three essential urban elements into a new, integrated working methodology: Urban Legislation, Urban Design and Urban Finance, as a three-legged strategy in advancing sustainable urbanization. “Governments want us to promote an integrated approach to planning and building sustainable cities and urban settlements. We are tasked with supporting local authorities, increasing public awareness and enhancing the involvement of local people, including the poor, in decision making.”

The World Urban Forum is the world’s premier conference on urban issues. It was established by the United Nations to examine one of the most pressing issues facing the world today: rapid urbanization and its impact on communities, cities, economies, climate change and policies. The Forum is organized and convened by the Executive Director of the United Nations Human Settlements Programme (UNHabitat) pursuant to paragraph 10 of resolution 18/5 of the Commission on Human Settlements, in which the Commission requested the Executive Director to promote a merger of the Urban Environment Forum and the International Forum on Urban Poverty into a new urban forum, with a view to strengthening the coordination of international support to the implementation of the Habitat Agenda.

The UN-Habitat Global Activities Report formally the Operational Activities Report is an historical progress report to the Governing Council that takes into account the development made in addressing the UN-Habitat’s project portfolio at the national, regional and global levels. The Agency’s work has been more focused on promoting national urban policy reforms alongside building institutional and human capacities, and including helping and supporting the governments with the implementation of the national urban plans. UN-Habitat activities and programmes at the global, regional and national levels are crucial in increasing synergy for greater national ownership of the various sustainable urban development tools and best practices being promoted by the UN and the Habitat Agenda partners around the world. This report of the United Nations Human Settlements Programme (UN-Habitat), the world’s leading authority on urban matters, demonstrates through some of its selected activities delivered by the thematic Branches and the Regional Offices in the last two years how working together as Habitat Agenda partners at different levels can achieve for the urban resident and more specially the urban poor and the most vulnerable members of the urban society being the youth, omen and the elderly who are always at the receiving end of the urban threats and challenges.

Despite a positive trend in inequality reduction in recent years, Latin American and the Caribbean cities are still the most unequal in the world. The publication Construction of More Equitable Cities: Public Policies for Inclusion in Latin America presented by UN-Habitat and CAF – development bank of Latin America examines, for the first time, income and consumption inequalities in a large sample of cities (over 300) over a period of 20 years (1990-2010). After comparing inequality trends, the study analyzes the factors that have created and reproduced them. It provides evidence of the relationship between inequality and different dimensions of development. The study concludes with policy recommendations that local authorities and other tiers of governments can implement to achieve more equitable cities.

Le continent africain se trouve en proie à des mutations majeures qui se déroulent simultanément dans les domains démographique, économique, technologique, environnemental, urbain et sociopolitique. La conjoncture économique est actuellement prometteuse en Afrique, où le dynamisme des villes va de pair avec l’essor des classes moyennes et l’avènement de marchés de consommation conséquents. Toutefois, en dépit d’une croissance d’ensemble non négligeable, ce n’est pas toute l’Afrique qui va bien. Dans les villes, l’expansion très rapide de la population s’accompagne d’une pauvreté massive et de nombreuses autres difficultés sociales. Voilà qui suggère que les trajectoires de développement suivies par les pays africains depuis les lendemains de l’indépendance risquent de ne pas pouvoir satisfaire les aspirations à l’épanouissement et à la prospérité pour tous. Le présent Rapport invite donc à réinventer avec audace, afin d’orienter les transitions en cours dans un sens plus “durable” et en prenant en considération toutes les grandes options possibles. Cela s’impose d’autant plus que les grands enjeux auxquels sont confrontées les villes africaines prennent une dimension plus aiguë du fait de la montée des menaces et des diverses formes de vulnérabilité qui accompagnent les bouleversements du climat et de l’environnement. En marge de l’Assemblée Générale de la Fédération des Géomètres Francophones (FGF), ONU-Habitat et le Réseau Mondial des Instruments Fonciers (GLTN), a organisé une séance de formation sur la bonne gouvernance foncière.
Cette rencontre technique et scientifique a réuni 130 experts géomètres, du secteur privé, du secteur public, enseignants, étudiants, venus de 13 pays d’Afrique Subsaharienne et d’Europe.
Durant trois(3) jours différents thèmes ont été développés, relatifs à l’éthique et la déontologie de la profession de géomètre, le cadastre, la copropriété, la sécurisation foncière et la gouvernance foncière. La formation a été complétée par un exercice pratique sur l’utilisation du GPS.
Cet atelier, premier du genre, répond à l’objectif de la FGF de promouvoir un haut niveau de qualification des géomètres, afin que la profession contribue efficacement à la sécurisation foncière dans les pays francophones, notamment en Afrique, continent où ses adhérents sont les plus nombreux et où le manque de formation est une réalité récurrente. Il fait suite au séminaire d’évaluation des besoins en formation des géomètres d’Afrique francophones, qui a lieu à Niamey au cours de l’année 2010.
Les participants ont apprécié la qualité des débats et formulé des recommandations pour une poursuite de ce genre de formation qui participe à l’amélioration de l’expertise des géomètres et à la valorisation de la profession.

The Guide to Land Mediation mainly draws its inspiration from practical experience on the ground of the land program conducted by UN-Habitat in eastern Democratic Republic of the Congo, especially in North Kivu, South Kivu and Ituri. It refers, in some places, to other countries experiences in post-conflict situations. This guide offers practical steps and tools used during the land mediation process.

The publication highlights, not only the role and responsibilities of mediation stakeholders and beneficiaries, but also principles and foundations of a good mediation. This guide particularly applies to contexts of countries characterized by weak institutional, administrative, customary/ traditional capacities and ineffectiveness at the political, administrative and judicial systems.

This practical guide mainly targets humanitarian actors working on land conflicts mediation, on one hand and stakeholders who are involved in peace-keeping, community rehabilitation and social cohesion programmes on the other hand. State institutions in general and land administration agents in particular will find in this guide a set of tools and ideas to deal with land conflicts.

Planifier et configurer une mobilité urbaine plus durable part du principe que la mise au point de systèmes de transport urbain "durables" passe par un saut conceptuel. Le "transport" et la "mobilité" ont pour objet l’accés à diverses activités et destinations, divers biens et services. Par conséquent, l’accès constitue l’objectif ultime de tout service de transport. La planification et la configuration de la forme urbaines devraient donc se concentrer sur les meilleurs moyens de rapprocher les citadins des lieux dont ils ont besoin, en privilégiant l’accesibilité, au lieu de se contenter d’allonger les infrastructures de transport ou d’augmenter les mouvements de biens et de personnes. C’est donc sur les problèmes de la forme et du bon fonctionnement de la ville que se concentre surtout le présent rapport, qui souligne toute l’importance d’une planification intégrée de l’utilisation des sols et des transports.
