This report is jointly prepared by Wuhan Planning& Design Institute (WPDI) and the United NationsHuman Settlements Programme (UN-Habitat) which presents an in-depth study on the governance conditions and transformative pathways of informal settlements in Preah Sihanouk Province, Cambodia. Against the backdrop of accelerating global urbanization and the severe slum problem, the crisis surrounding informal settlements has grown increasingly acute across Southeast Asia. As a key economic growth engine of Cambodia, Preah Sihanouk Province has been confronted with stark imbalances in spatial justice, severe housing shortages and widening wealth inequality. This research aims to advance the implementation of United Nations Sustainable Development Goal 11 (SDG 11), address the development dilemmas of informal settlements, and provide replicable and sustainable governance models with practical experience for Cambodia and the broader Southeast Asian region.
