Commissioned by WIOMSA and UN-Habitat and produced by Arup, this report offers knowledge resources for city and national government stakeholders, WIOMSA, UN Habitat, private sector and civil society. This case study provides specific blue economy recommendations for Kilifi, focusing on strategic and operational opportunities for the city and its blue economy stakeholders, informed by primary and secondary research.

By providing technical support and capacity building, the UN-Habitat-Cities Alliance project “Sustainable Economic Development along the Turkana West Development Corridor Through Enhanced Connectivity”, capitalises on emerging infrastructure connectivity opportunities and ongoing comprehensive development programmes.

The potential of Participatory Budgeting (PB), especially the subsequent downstream benefits that can be generated, remains still unexplored. PB makes possible the adoption of actions and the allocation of financial resources that result from the interactions between people and government. The authors propose innovative ways to engage with PB as a driver to disseminate information, increase awareness, and mitigate the risks and impacts of natural, health, and economic shocks.

This initiative has been requested by the European Parliament. It is implemented by European Commission and UN-Habitat, supported by the International Growth Centre. These partners are working to identify relevant measures to help mobilise financing for urban development at all levels of government.
