The Urban Recovery Framework (URF) is a key instrument to enhance response to urban crises. The aim of the URF is to create an enabling environment for more effective recovery in urban areas, affected by natural or man-made crises, including conflict.

In 2050, 68% of the world’s population is expected to reside in urban areas, up from 56% in 2020.

UN-Habitat and UNHCR have been working together to advance their shared mandate to improve assistance for UNHCR’s persons of concern (PoC), and to maximize synergies along the humanitarian-development continuum. Our City Plans, formerly known as Participatory Incremental Urban Planning (PIUP), is a toolbox that allows local governments and urban actors to implement projects, plans, and planning processes. It guides them through a step-by-step methodology that includes the assessment, planning, operationalisation and implementation phases, organized in blocks and supported by different activities and tools.
