This handbook aims to bridge the existing gap between the needs and rights of persons with disabilities and older persons with slum upgrading, reconstruction, large-scale affordable and social housing programmes.

Its aim is to assist decision-makers in national and local government to develop effective and affordable strategies to address the common problems facing elderly and disabled people and to improve their daily lives.
