​​Comparative Global Case Studies on Climate Change Law and Urban Resilience​

​​Climate change is increasingly an urban challenge; and cities are at the heart of the response. 

​This publication examines how legal and institutional frameworks can enable cities to respond effectively to climate change while advancing resilient, low-carbon and inclusive urban development. Drawing on comparative case studies from different regions and contexts, the publication explores how nationally determined contributions, urban planning, land-use regulation, building standards, transport systems, governance arrangements and climate finance can work together to translate climate commitments into action at the local level. It highlights the importance of coherent multi-level governance that connects national climate objectives with the realities and responsibilities of cities and local governments. 

​The publication also draws attention to the legal and institutional dimensions of urban inequality and just transitions, recognizing that effective climate action must address the different vulnerabilities and capacities of urban populations. It further underscores the importance of predictable and accessible climate finance, including municipal finance, fiscal decentralization, intergovernmental transfers and access to national and international climate funds. 

​By bringing an urban perspective to comparative climate law, this publication contributes to a growing knowledge base on urban climate law and provides practical insights for policymakers, legal practitioners, urban planners and other stakeholders seeking to strengthen the legal foundations of climate-resilient and low-carbon cities.
