Progress made in the implementation of the New Urban Agenda in Africa (2022 - 2026)

Progress Made in the Implementation of the New Urban Agenda in Africa (2022–2026) provides a comprehensive review of how African countries are advancing sustainable urban development across the continent. Drawing on evidence from 45 countries, the report examines progress against the New Urban Agenda’s three transformative commitments: social inclusion and poverty reduction, inclusive economic prosperity, and environmentally sustainable and resilient urban development.

The report highlights significant gains in national urban policies, multi-level governance, participatory planning, climate adaptation, digital transformation, and local economic development. It showcases innovative practices in areas such as municipal finance, renewable energy, urban resilience, housing, and data-driven governance, while emphasizing the growing role of secondary cities in Africa’s urban future.

At the same time, the analysis underscores persistent structural challenges, including high levels of urban poverty and informality, limited access to housing and basic services, weak municipal financing, data gaps, climate vulnerability, and growing displacement pressures. The report stresses the need for stronger local government capacity, greater fiscal decentralization, climate-resilient infrastructure, and expanded digital inclusion.

Ultimately, the report presents both a stock take of progress and a roadmap for action, positioning Africa’s cities as critical drivers of sustainable, inclusive, and resilient development aligned with the Sustainable Development Goals and Agenda 2063.
