STILL FAR FROM HOME – A Comparative Review of IDP Housing Solution Policies in Five Crisis Affected Countries

As protracted internal displacement reshapes cities and settlements across the Global South, access to adequate housing has become a critical component of achieving durable solutions for displaced populations. Still Far From Home examines how housing is addressed within national displacement and urban development policies in Burkina Faso, Ethiopia, Mozambique, Nigeria, and Somalia.

Drawing on extensive policy analysis and stakeholder consultations, the report reveals persistent gaps between global commitments and on-the-ground realities. It finds that housing responses remain largely framed through a humanitarian lens, often emphasizing the delivery of housing units while overlooking the broader systems—land, infrastructure, finance, governance, and livelihoods—that determine long-term housing outcomes. As a result, many interventions struggle to achieve the scale, sustainability, and transformative impact required to meet growing displacement challenges.

The report highlights emerging efforts to integrate displacement into housing and urban development strategies and presents actionable principles for designing more inclusive, realistic, and development-oriented responses. By shifting the focus from building houses to strengthening housing systems, Still Far From Home contributes to ongoing global discussions on how governments, UN agencies, and partners can support durable, scalable, and sustainable solutions for internally displaced persons.
