This is the fourth Annual Progress Report on the implementation of the six-year strategic plan (2014-2019). The annual report is meant to communicate, in a transparent and accountable manner, the impact of UN-Habitat’s work as well as the use of resources by the Organization.

This is the third Annual Progress Report on the implementation of the six-year strategic plan (2014-2019) prepared in accordance with the Governing Council resolution 25/3 of April 2015. The strategic plan is being implemented through three successive biennial work programmes and budgets (GC resolution 24/15).

This is the fourteenth and final progress report on the implementation of the medium-term and institutional plan (MTSIP, 2008-2013. It captures cumulative progress made towards achievement of the planned results for the six year period, but focuses more specifically on progress made in 2013, in line with Governing Council Resolution 24/15 of April 2013.

This is the 13th progress report on the implementation of the MTSIP, 2008-2013. It captures cumulative progress made towards achievement of the planned results of the MTSIP at country, regional and global levels in 2012. The report, which builds on the six monthly one for June 2012, also covers the reporting needs of the biennial work programme 2012-2013.

This is the 11th progress report since the start of the implementation of UN-Habitat’s Medium-term Strategic and Institutional Plan (MTSIP) in 2008. The report is submitted in accordance with Governing Council (GC) resolution 22/7, paragraph 7, which stipulates that UN-Habitat, using a results-based framework should report on progress made in the implementation of the MTSIP to Governments through the Committee of Permanent Representatives (CPR).

Environmentally, economically, and socially sustainable, gender sensitive and inclusive urban development policies implemented by national, regional and local authorities have improved the standard of living of the urban poor and enhanced their participation in the social economic life of the city.

The present report presents the draft strategic plan for 2014–2019, which was endorsed by the Committee of Permanent Representatives on 22 August 2012. The draft plan consists of three parts.

As a programme of the United Nations Secretariat, UN‐Habitat is governed by the UN Secretariat Accountability system. This programme accountability framework is meant to be specific to UNHabitat and complement the UN Secretariat system.

The main purpose of these policy guidelines is to give direction on the project based management. The guidelines cover the whole project cycle from project identification, formulation, planning, approval, implementation, monitoring, reporting and evaluation.

Supporting tools are highlighted at each stage of the project cycle. 

The present guidelines are designed to facilitate the implementation of an effective risk management framework in UN-Habitat in compliance with UN-Secretariat Enterprise Risk Management (ERM) Policy and Methodology as adopted by the Secretary-General – May 2011. ERM is a continuous improvement process and this document will evolve accordingly.
