A urbanização em Cabo Verde provoca importantes mudanças na distribuição espacial das pessoas, dos recursos, assim como no uso e no consumo da terra.

Ao fornecer a sua expertise técnica, a ONU-Habitat trabalha em cooperação com instituições governamentais, com o intuito de desenhar as políticas e os quadros que alavancam o processo de urbanização de forma a obter maiores ganhos em termos de desenvolvimento e orientá- los na direção de padrões sustentáveis.

Towards Sustainable Urban Development in an integrated vision Cabo Verde

Cabo Verde is beyond its urban tipping point with currently 64.8 per cent. While the urban growth rate has reached its peak, the current growth rate of two percent annually will have important implications for future spatial configurations, resources and land use. 

This brochure describes the work carried out by UN-Habitat in collaboration with the Ministry of Environment, Housing and Territorial Management of Cabo Verde in recent years, which has consistently focused on sustainable urban development.

A então Vila de Pedra Badejo, sede do Concelho, agora Cidade, fica situada na Ilha de Santiago, mais concretamente no Concelho de Santa Cruz.

Enquadra-se no programa da ONU- Habitat de cooperação com o Ministério do Ambiente, Habitação e Ordenamento do Território, MAHOT. Ele é realizado mediante uma avaliação das necessidades e dos mecanismos de resposta no quadro de uma contribuição à implementação dos Objectivos do Desenvolvimento do Milénio (ODM).

On 1 January 2008 Cape Verde moved from the group of Least Developed Countries to the Middle Development Country group. This milestone called “graduation” is decisive for the future of the volcanic archipelago of half a million people which, despite the drought, was able to show economic performance mainly through the transfer of emigrants.

Much of the sixty percent of Cape Verdeans living in the cities and mainly the capital Praia is facing urban poverty urging the government to express a desire to formulate a housing policy to meet priorities.

Cape Verde Local Urban Development Programme (One UN programme)    

To strengthen local authorities' capacities to promote local democracy, urban security and safety and local economic development.

Supporting the Implementation of the National Programme for Urban Development and Economic Empowerment Cities - Cape Verde    

The objective of this project is to support the implementation of the National Programme for Urban Development and Empowerment of Cities (NPUDEC) in Cape Verde through specialized technical assistance, resource mobilization and advocacy. In this sense, the project expects to provide the MAHOT with effective tools for starting the implementation of the NPUDEC and collaborate with the government and cooperation partners in mobilizing and establishing proper financing mechanisms of the NPUDEC.

Participatory Slum Upgrading Programme

The Programme aims to strengthen community, city and national key stakeholders’ capacities in participatory slum upgrading in the Republic of Cape Verde, particularly in the selected cities of Praia, Pedra Badejo and Espargos, thus adding value to the development of policy, institutional, legislative, and financial frameworks.

Overview

UN-Habitat Cabo Verde works with the Government, local authorities and civil society in general through programs and projects registered under the United Nations cooperation program to promote the inclusion of the new urbanization agenda in the development of the country; cooperate in the formulation of policies and strategies as well as sensitize the population to urban resilience and citizenship and implements the PSUP III.

Overview

Currently, it is estimated that 68% of the country’s population live in the urban environment. The rate of population growth has reached its peak between 1995 and 2005, with 3.49%; in the following decade, there was an increase of 1.88% of annual average. It is estimated that, in 2030, 73% of the country’s population will be urban. These large urban centers are mostly informal neighborhoods without urban facilities, with precarious residences, dominated by unfinished construction of cement blocks, occupation of unstable slopes and riverbeds.

At the national level, UN Habitat has been assisting the government in the elaboration and implementation of a sustainable National Policies related to Housing and Urbanism to support social inclusion and the eradication of poverty in cities, and access to basic needs. At the communities’ level, UN Habitat is engaged in the Participatory Slum Upgrading Programme (PSUP) to, among other goals, improve the conditions of slum dwellers and deliver SDG Target 11.1: By 2030, ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums.

Sustainable urban development can only be achieved if persons with disabilities are included meaningfully in decision-making and are able to access their rights. UN-Habitat partners with representative groups and individual rights holders, as well as national and local governments, relevant UN bodies and civil society to maximize impact and to meaningfully ensure that the rights including accessibility and universal design of persons with disabilities are promoted, respected and protected.
