The information and processes presented in this publication are based on the research and experiences drawn from the Global Land Tool Network (GLTN) country-level interventions in Africa and Asia presented in the policy guide Tenure-Responsive Land Use Planning: A Guide for Country-Level Implementation.

UN-Habitat works in over 90 countries to promote transformative change in cities and human settlements through knowledge, policy advice, technical assistance, and collaborative action. UN-Habitat has developed this Guide to provide knowledge and resources on the multi-level governance strategies and tools that government at all levels (national, regional and local) can utilize for emergency health preparedness and the achievement of health equity.

The purpose of this playbook is to outline UN-Habitat’s approach to using Minecraft as an enabler to encourage community participation in urban design and governance.

The handbook provides tested approaches and practical frameworks for improving access to affordable housing through the leverage of land and includes a range of tax-based, fee-based and development-based policy instruments. It also features regulatory framework to formulate planning standards that reduce land costs and planning and building regulations that permit incremental housing construction, as well as spatial planning that puts land to efficient use.

The Climate Proofing Toolkit is a set of steps, tasks and tools to provide guidance to policymakers, planners, practitioners, engineers and utility managers to ensure that the potential climate change impacts are factored in the design, construction, location and operation of current and future basic urban infrastructure, with a focus on water and sanitation. Thus, as a toolkit, it does not propose a one-size-fits-all solution.

One of the most significant challenges facing urban authorities in developing countries is finding the funds needed to support and sustain urban development. Without funds, the authorities are unable to meet the ever-growing demand for basic services, maintenance and new infrastructure – including land services that ensure tenure security.

The objective of the “HOW TO” GUIDE FOR INTEGRATING IMPACT EVALUATION INTO PROGRAMMING is to provide a clear step-by-step guide to establishing evaluations for implementers of land tenure and governance interventions. The “How to” Guide elaborates key steps, processes and tools needed by evaluators and practitioners for integrating impact evaluation into programming and to support better planning and implementation of land tenure and governance interventions.

A lack of capacity in the land management and administration is a key reason that land policies are not effectively implemented in many countries and, indeed, is a reason that those policies are inappropriate or become outdated. This Guide outlines a process for assessing the capacity of the land management and administration system in a country as a whole.

This manual presents a practical approach to the valuation of unregistered land. It is designed to aid implementation of Valuation of Unregistered Lands: A Policy Guide, prepared by the Global Land Tool Network for the United Nations Human Settlements Programme (UN-Habitat), in combination with the international valuation standards of the International Valuation Standards Council.
