This Analysis Report uses the Index of Multiple Deprivations as an effective diagnostic tool for measuring relative deprivation and inequalities in small areas, such as secondary cities and towns. The analysis shows that by 2050, 6 out 10 people in Africa will live in urban areas and 70 per cent of them will be children and youth.

The Housing Rights Index is developed to support training and capacity building activities and is intended for the use of policy makers and urban practitioners to be able to analyse the realisation of the right to adequate housing adequacy in their city. This guide is accompanied by an excel workbook that helps the user to assess the achievement of the seven dimensions of housing adequacy in their city in a dynamic and visual manner.

The Housing Barometer draws on the Practical Guide for Conducting Housing Profiles by UN-Habitat. Using the Global Sample of Cities (see Annex) as a statistically representative dataset, the Urban Legislation Unit of UN-Habitat has conducted an objective, evidence-based assessment on the application of physical planning laws. The Global Sample makes it possible for individual values to be assigned to cities after which the variations in these figures can be studied among the world regions, income groups, or population sizes.

The goal of these Guiding Principles is to inform pragmatic strategies and propose a Framework for Action to build an enabling environment for more inclusive and functional urban-rural linkages. The principles are flexible and can be applied by all levels of stakeholders at all scales. While the principles are designed for universal application, there are distinct roles and actions appropriate for national or local governments, civil society, the private sector and international organizations.
