Shelter, Employment and the Urban Poor

Local and national Governments -- and of international development programmes -- must therefore be to actively support and advocate poverty-reduction strategies based on labour-intensive shelter delivery using local resources and linking the goals of shelter and employment for all as a common strategy for poverty reduction.
