UN-Habitat and UNHCR have been working together to advance their shared mandate to improve assistance for UNHCR’s persons of concern (PoC), and to maximize synergies along the humanitarian-development continuum. This guidance identifies key considerations to build upon organizational mandates to protect vulnerable populations through inclusive and sustainable urban planning.

The report aims to fill existing spatial and socio-economic data gaps through identifying baseline information via conducting area-based socio-economic analyses and economic-development analyses aiming to support urban management strategies that also address the needs of urban migrants in the region. The publication adopts an integrated planning approach that promotes dialogues across planning scales as well as across administrative boundaries including with different urban stakeholders.

This initiative has been requested by the European Parliament. It is implemented by European Commission and UN-Habitat, supported by the International Growth Centre. These partners are working to identify relevant measures to help mobilise financing for urban development at all levels of government.

In cities and urban areas in East Africa, livelihoods and incomes of populations are seriously affected by the COVID-19 pandemic, particularly for those living in informal settlements. These urban populations are more vulnerable to food insecurity and unstable livelihoods as they mainly depend on the informal sector. It is estimated that the number of food insecure people in East Africa will increase to more than 41 million people because of COVID-19 including 14 million urban dwellers.

This guide provides governments with practical opportunities for incorporating urban climate action and human settlement issues into NDC revision and enhancement processes. This report outlines the results of the research and capacity development activity undertaken by UN-Habitat and Politecnico di Milano's Department of Architecture and Urban Studies, MS Lab, in the West Nile Region, Uganda.
