This publication shows how addressing land issues can mitigate conflict, facilitate solutions to it, improve the likelihood that people can return to their homes after the violence is over, and contribute to peace overall.

The Initial Planning Framework for the Reconstruction of Mosul was developed jointly with UNESCO. It provides an analysis of the current reconstruction and recovery activities in Mosul and highlights emerging needs for the urban recovery and medium-term development of the city. It also proposes an action framework to address immediate, short- and medium-term reconstruction needs.

The Local Area Development Programme (LADP), funded by the European Union (EU) and implemented by UNDP in partnership with UN-Habitat, in close coordination with the Ministries of Planning (MOP) of the Federal and Kurdistan Region governments and Governorate-level authorities, was designed to address the main issues that hinder planning at the local level, the implementation of plans and related delivery of service to citizens of Iraq.

The United Nations Human Settlements Programme (UN-Habitat) in Iraq has published a comprehensive urban analysis on Mosul, Iraq’s second largest city and the focus of an international military campaign to liberate it from occupation by the terrorist group that calls itself “Islamic State of Iraq and the Levant (ISIL).”
