The report provides the Governing Council with an overview of UN-Habitat’s progress during the period 2015 – 2017. The information presented builds upon UN-Habitat’s perspective throughout this process and the accounts of member States and IG-UTP partners in adopting and using the Guidelines within their specific contexts.

As part of the inception phase of the programme (September 2016 – August 2017), a comprehensive baseline assessment of the local governance environment was rolled-out which included four domains: Municipal and Civil Society Organizations baseline assessment, Public opinion focus groups, and Gender Analysis.

The 2017 report will focus on the topic of urban governance. Building on descriptions of urban governance concepts, different urban governance models, and development trends in urban governance, the report will analyze existing problems and major challenges facing global urban governance from a practical perspective. The Discussion Paper is a key output of the feasibility phase of the NUP process in Liberia. It explains the context in which the policy will operate. The paper is a result of a wide range of research and consultations on the demographic, socioeconomic, and physical environment aspects of Liberia. It also provides preliminary policy recommendations for further analysis in the subsequent NUP development processes.

This publication addresses fundamental issues in regional development giving emphasis on operational challenges of the RDAs and how they can effectively harness opportunities created by the new constitution to align their functions and mandates towards regional development.
