Full cycle report of the strategic plan 2014–2019 of the United Nations Human Settlements Programme (UN-Habitat).

This is the final full-cycle report on the implementation of the strategic plan 2014-2019, which was implemented through the work programme and budgets of UN-Habitat. The report highlights results achieved over the six-year strategic plan period and analyses progress made in the seven programmatic areas addressed by the strategic plan.

Overall assessment of the performance in implementing the strategic plan shows that UN-Habitat made steady progress towards the achievement of the planned results. More than 70 per cent of the indicator targets set for the end of the six-year strategic plan had been achieved or surpassed by the end of 2019.

The report describes normative and operational results realized at the local, national, regional and global levels with the contribution of UN-Habitat and partners. Transformations taking place with UN-Habitat support are demonstrated through key results achieved in selected countries during the period covered by the strategic plan.

The report shows that UN-Habitat made significant progress in setting norms and standards that support member States and other stakeholders in their efforts to achieve sustainable urbanization. Under each thematic area, the normative tools and selected knowledge products developed and applied in the normative and operational work during the strategic plan period are presented.

Key institutional milestones achieved during the period that had a direct impact on the implementation of the strategic plan are presented. These include the adoption of the New Urban Agenda and the stand-alone Sustainable Development Goal 11 on sustainable cities and communities (“Make cities and human settlements inclusive, safe, resilient and sustainable”); governance reforms that led to the establishment of the UN-Habitat Assembly and the Executive Board; organizational reforms that established a new structure and the development of a new four-year strategic plan.

The report contains three sections:

Section 1: presents the executive summary.

Section 2: highlights progress made and results achieved in each of the seven subprogrammes.

Section 3: presents regional highlights.
