Urban Resilience Action Plan (URAP) for Kerkennah Archipelago, Tunisia: Planning for Climate, Urban, and Biodiversity Action

This Urban Resilience Acion Plan (URAP) for Kerkennah archipelago, Tunisia, was developed under the global UN-Habitat project “Accelerating the implementation of the Paris Agreement by building the climate resilience of the urban poor.”  

The URAP is based on a “multilayered vulnerability assessment” (MVA) covering urban, climate, and ecological dimensions, and identifying priority areas for intervention (hotspots) such as Kellabine, Attaya, and Kraten.  

These areas are affected by rising sea levels, degradation of natural habitats, uncontrolled urbanization, and increased pressure on natural resources.  

  • A collective vision: “Kerkennah, a solidarity-based, liveable and resilient archipelago territory, where communities together protect their archipelago by enhancing their natural and cultural heritage, and by acting collectively in the face of the effects of climate change”; 
  • Four strategic objectives: (i) Understand and prepare, (ii) Involve stakeholders, (iii) Strengthen community resilience, (iv) Protect and enhance ecosystems.  

The Kerkennah URAP proposes 33 projects centered around these objectives, including 14 priority actions approved in collaboration with Kerkennah municipality. These projects cover investment, governance, awareness-raising, and ecological restoration initiatives.
