Women in Post-Conflict Settlement Planning

Ten principles can be followed to produce the sort of equal post-conflict settlement planning that can help to build communities that have a better basis of becoming peaceful and sustainable. These are:

  1. Gender factors should be integrated in post-conflict settlement planning.
  2. Post-conflict settlement planning should increase the safety and security of all groups.
  3. Women grassroots organizations should be involved in post-conflict settlement planning.
  4. A spatial framework should be used to facilitate the improvement of gender-sensitive coordination of post-crisis settlement planning.
  5. The planning process should be people-centred and include both women and men.
  6. Planning should be about building back better and increasing crisis resilience, peace and the inclusiveness of all groups.
  7. Spatial planning should frame interventions as first steps towards socially, politically and economically equal neighborhoods and cities.
  8. Planning should be integrated, linking infrastructure, services and livelihoods in a way that recognizes both women and men needs.
  9. Planning should generate economic recovery and growth if addressed equally.
  10. Planning should be monitored and evaluated.

Enhancing Urban Safety and Security: Global Report on Human Settlements, 2007

Enhancing Urban Safety and Security addresses three major threats to the safety and security of cities: crime and violence; insecurity of tenure and forced evictions; and natural and human-made disasters. It analyses worldwide trends with respect to each of these threats, paying particular attention to their underlying causes and impacts, as well as to the good policies and best practices that have been adopted at the city, national and international levels in order to address these threats.

The report adopts a human security perspective, concerned with the safety and security of people rather than of states, and highlights issues that can be addressed through appropriate urban policy, planning, design and governance.

National Strategy on Urban Crime Prevention in Tanzania

In 2007 Tanzania committed to the development of a national strategy on urban crime prevention. The National Strategy on Urban Crime Prevention in Tanzania is the culmination of 10 years of work on safety in Tanzania. Through this strategy the Government of Tanzania is concretely responding to the concerns expressed by its people, especially in urban areas, to the negative effects of crime and violence. People living in urban areas in Tanzania are more concerned with the issue of crime and violence than those living in rural areas.

Half the population living in urban centres in Tanzania feel that crime and violence has increased over the past three years, compared to only 28% in rural areas. There is an increasing proliferation of drugs, alcohol and small arms in urban centres. Persistent unemployment, ethnic, racial and religious conflicts, domestic violence, violence against women and abuse and neglect of children continue to threaten certain communities and maintain a culture of violence. Theft of personal property and home burglaries are the most common crimes overall. Less than half the crimes that were surveyed were reported to the police.

One of the most common reasons for not reporting to the police was that they were unavailable or inaccessible. Many victims also stated that the crime was not important enough to warrant reporting to the authorities. Nearly two-thirds of the victims reported the crime to a structure other than the police: mostly traditional authorities, local ward councilors and the sungusungu. These phenomenons have led over 70% of the population to change their behaviour due to feelings of insecurity.

Gender Mainstreaming in Local Authorities - Best Practices

Since the 1980s, there has been growing recognition of the need to ensure women's equal access to urban public spaces. Many initiatives to mainstream gender by local governments have been documented. Some are comprehensive and are based on supportive policies.

Others are ad hoc and address specific issues, sometimes due to crises. Whatever the context, the initiatives provide lessons that other can learn from. this book documents such initiatives.

Humanitarian Affairs and the Role of UN-Habitat , Strategic Policy on Human Settlements in Crisis and Sustainable Relief and Reconstruction Framework

This policy document articulates UN-HABITAT’s role with regard to human settlements in crisis. It responds to Resolution HSP/GC/20/17 and supporting documents produced in response to Resolution HSP/GC/19/9 in relation to “Post-conflict, natural and human-made disaster assessment and reconstruction”.

Further, this policy has been developed as an integral part of the UN-HABITAT’s Medium Term Strategic and Institutional Plan (MTSIP). The new plan articulates a specific provision for urban resiliency and vulnerability reduction in Focus Area 2, whereas post-crisis recovery and reconstruction is addressed under Focus Area 3.
