The Guide uses a medical metaphor (prevention and cure) to describe a step-by-step strategic planning process to address corruption in local government:

  • Triggering events, wake-up calls, urgent surgery;
  • Building a guiding coalition;
  • Diagnosis, planning courses of action and mobilizing resources;
  • Field-testing and implementation;
  • Impact evaluation, stabilization and on-going prevention. This approach is illustrated by a lead story & case studies. The Guide ends with 30 practical tools to help translate this approach into action.

Without strong local institutions and motivated staff, decentralization andhuman settlements reform will not deliver the desired developmentoutcomes. Yet, many local authorities and civil society organisations lackthe human resources required to meet urgent needs. Training and capacitybuilding is therefore a wise investment into the future sustainability of ourcities. The Training and Capacity Building Branch (TCBB) of UN-HABITATsupports national training institutions to build their capacity to implementinnovative programmes, focusing on local governance and sustainablehuman settlements development. Typical activities include training needsassessment, development of manuals, training of trainers, and impactevaluation. TCBB products have been successfully adapted and translatedinto over 20 languages.

Sans des institutions locales solides et un personnel motivé, la décentralisation et la réforme des établissements humains n’apporteront pas les résultats escomptés en matière de développement. Pourtant, bon nombre d’autorités locales et d’organisations de la société civile ne disposent pas des ressources humaines nécessaires pour faire face aux besoins urgents. La formation et le renforcement des capacités constituent par conséquent un investissement judicieux dans la pérennité future de nos villes.

Le Service de la formation et du renforcement des capacités (TCBB) de l’ONU-HABITAT assiste les institutions nationales de formation dans le renforcement de leurs capacités pour mettre en oeuvre des programmes innovants, axés sur la gouvernance locale et la création d’établissements humains durables. Les activités comprennent généralement l’évaluation des besoins en formation, la rédaction de manuels, la formation des formateurs et l’évaluation des impacts. Les publications du TCBB ont été adaptées avec succès et traduites dans plus de 20 langues.
