This report focuses on the documentation of lessons learnt in the Sustainable Cities Programme in Nigeria.

The evaluation assessed the performance of the Slum Upgrading Facility (SUF) and its associated projects in the four pilot countries: Ghana, Indonesia, Sri Lanka and Tanzania.

Since 1991, UN-HABITAT has been implementing programmes addressing women’s empowerment and gender mainstreaming in its’ overall activities. This evaluation assesses what the Women and Habitat Programme (WHP) and the Gender Unit have achieved in these areas.

Rather than being a technical evaluation of this global project, this is a strategic review of the Safer Cities Programme, which takes as its point of departure the assessment of the Safer Cities for Better Governance project.
