The "Building the capacity of municipalities and unions of municipalities: Municipal Resource Mobilization Facilitator’s toolkit", serves as a comprehensive guide for facilitators and future trainers to implement a workshop aimed at enhancing the capacity of municipalities and unions of municipalities.
The toolkit addresses the severe financial and administrative challenges faced by Lebanese municipalities, exacerbated by the 2019 financial crisis. These challenges include a significant decrease in revenues, hyperinflation, difficulties covering operational expenses, staffing issues due to low salaries, and a reduced capacity to provide essential services. Furthermore, municipalities often lack professional proposal writers and fundraising specialists needed to secure external funding.
To overcome these obstacles, the toolkit introduces a "Municipal Resource Mobilization Model" which promotes collaboration between municipalities, community members, and influential actors to leverage their talents and networks for attracting funds for vital local services. The training is designed to be participatory and interactive, incorporating practical exercises and case studies relevant to the municipal context, structured across three interconnected, one-day workshop modules
Upon completion of the three training modules, trainees will have gained an understanding of the proposed resource mobilization model and acquired foundational skills in fundraising and proposal writing. Participant knowledge is assessed through pre- and post-tests in the Fundraising and Proposal Writing modules. The toolkit operates on the assumption that municipalities must become more inclusive, innovative, and flexible in their efforts, engaging diverse groups like youth, women, private sector, and civil society organizations. It also includes a Monitoring and Evaluation Framework to assess the effectiveness of resource mobilization efforts and community impact.
