Multilayered Vulnerability Profile. San Juan de Pasto, Colombia

This Multidimensional Vulnerability Analysis (MVA) of San Juan de Pasto is part of the "Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor" (RISE UP) project, in collaboration with the Spanish Agency for International Development Cooperation (AECID). Located at the crossroads of the Amazon, the Biopacific, and the Andes, on Colombia’s border with Ecuador, Pasto faces interconnected challenges driven by urbanization, climate change, and biodiversity loss.

This report presents a comprehensive assessment across three key dimensions: Urban Development, Climate Change, and Biodiversity. It identifies critical vulnerabilities, including riverine flooding, landslides, urban sprawl, habitat degradation, and socio-economic fragility, particularly affecting low-income and informal communities.

By analyzing overlapping vulnerabilities, the report highlights the urgent need for targeted action in highly sensitive areas, such as the Guachucal stream and El Potrerillo Market. It also emphasizes the city's unique assets: strong community networks, local governance structures, and ecological wealth, which provide a foundation for building resilience.

Equipped with detailed data, spatial analyses, and practical recommendations, this study supports local authorities, community organizations, and development partners in designing systemic, inclusive, and sustainable interventions. It aims to foster a resilient, carbon-neutral future for Pasto, serving as a model for urban areas across the Global South.
