Purpose of CFP:
The United Nations Human Settlements Programme (UN-Habitat) requests expressions of interest to establish a Cooperation Agreement with an implementing partner for the implementation of one demonstration public space intervention in Calle 12N “La Peatonal” in Armenia (Quindío), Colombia, within the framework of the Young Gamechangers Initiative (YGI). The intervention will focus on transforming a strategic pedestrian corridor through participatory, youth-led, and community-driven processes that promote environmental sustainability, social inclusion, urban well-being, and community ownership of public space.
Summary:
The call for proposals seeks to identify an implementing partner to implement one tactical/practical urbanism demonstration project aimed at improving public space quality, accessibility, safety, environmental performance, and social cohesion through participatory and community-based processes. The project is part of the Young Gamechangers Initiative (YGI), led by UN-Habitat in partnership with Fundación Botnar and local stakeholders, which promotes youth participation as a catalyst for inclusive and sustainable urban transformation.
Within this framework, the selected partner will be responsible for implementing the intervention in Calle 12N “La Peatonal”, based on participatory co-creation processes and architectural and urban design proposals previously developed by UN-Habitat and EVA Studio. The intervention seeks to revitalize a central pedestrian corridor characterized by strong commercial, social, and cultural dynamics, improving urban comfort, environmental quality, accessibility, multifunctionality, and public life.
The scope includes procurement of materials, implementation of tactical/practical urbanism actions, coordination with local authorities, contractors, community organizations, and local stakeholders, facilitation of participatory implementation activities, compliance with local regulations and occupational safety standards, and documentation of lessons learned and communication materials to support replication and scaling in other urban contexts. The intervention will prioritize nature-based solutions, local economic participation, inclusive and gender-sensitive approaches, and community activation processes that strengthen social cohesion and local identity.

Facilitation of participatory and community-based implementation activities to strengthen community ownership and activation of the public space.

Integration of nature-based solutions, accessibility measures, and inclusive spatial strategies.

Compliance with local regulations, occupational health and safety standards, and permitting processes.

Documentation and systematization of implementation processes and lessons learned.

Development of communication materials, including before-and-after documentation, audiovisual content, and beneficiary testimonies.

OUTPUT 1: Detailed budget, implementation methodology, work plan, and construction schedule for the intervention.
OUTPUT 2: Full implementation and construction of the public space intervention in Calle 12N “La Peatonal” in accordance with the approved urban and architectural designs.
OUTPUT 3: Community participation and activation activity implemented to promote inclusive use, youth engagement, and community ownership of the space.
OUTPUT 4: Final report including technical documentation, photographic records, communication materials, and lessons learned supporting replication and scaling of similar tactical/practical urbanism interventions.
