Purpose of CFP: 

The United Nations Human Settlements Programme (UN-Habitat) requests the presentation of expressions of interest to establish a Cooperation Agreement for the implementation of collection, verification, organization, and delivery of the primary and secondary data required for the implementation of UN-Habitat’s WaCT in the urban area of San Juan de Pasto, Colombia, in accordance with the instruments, protocols, and methodological guidelines approved by UN-Habitat. 

Summary: 

The call for proposals seeks to identify an implementing partner to implement the collection, verification, organization, and delivery of the primary and secondary data required for the implementation of UN-Habitat’s WaCT in the urban area of San Juan de Pasto, Colombia, in accordance with the instruments, protocols, and methodological guidelines approved by UN-Habitat.

Main activities and outputs 

The Implementing Partner will undertake the following main activities (but not limited to):

Step 1. Preparation 

The contractor shall implement the preparatory activities required to organize the data collection process. 

Step 2. Generation and composition of household municipal solid waste 

Step 3. Generation of non-household municipal solid waste 

Step 4. Municipal solid waste received by recovery facilities and level of control 

Step 5. Municipal solid waste received by final disposal facilities and level of control 

Step 6. Waste composition at final disposal facilities

Deliverable 1. Work Plan and operational planning for the implementation of WaCT Steps 1 through 6

The contractor shall submit a document containing the consultancy Work Plan and the operational definitions required to apply Steps 1 through 6 of the Waste Wise Cities Tool in the urban area of San Juan de Pasto, in accordance with UN-Habitat’s official guide, instruments, and formats.

This deliverable does not entail the commencement of primary data collection. Its purpose is to define how the WaCT methodology will be operationally implemented in Pasto, subject to prior approval by UN-Habitat.

  • Step 3. Generation of non-household MSW: The contractor shall define the methodological, operational, and logistical approach for the subsequent implementation of Step 3
  • Step 4. Recovery facilities: The contractor shall define the operational approach for the subsequent implementation of Step 4
  • Step 5. Final disposal facilities: The contractor shall define the operational approach for the subsequent implementation of Step 5
  • Step 6. Waste composition at final disposal: The contractor shall define the operational protocol for the subsequent implementation of Step 6

Deliverable 2. Data collection implementation report and WaCT data package

Deliverable 2 shall consist of a technical implementation report documenting the execution of the primary and secondary data collection activities corresponding to Steps 2 through 6 of the Waste Wise Cities Tool (WaCT), in accordance with the Work Plan approved by UN-Habitat under Deliverable 1.

In addition to the report, the deliverable shall include the complete package of collected, systematized, and verified information, including databases, field forms, weighing records, sorting records, supporting documents, photographic evidence, field logs, and quality control matrices.

Technical presentation session for UN-Habitat: As part of Deliverable 2, the contractor shall hold a technical working session with UN-Habitat to present the main data collection results, explain the structure of the submitted data package, identify information limitations or gaps, and answer technical questions concerning the implementation of Steps 2 through 6.
