Principios conceptuales y metodológicos para Bogotá D.C. 2019 This document is intended to disseminate the conceptual and methodological principles implemented during the process of formulating the Integral Management Policy of the Habitat Sector of Bogotá D.C. to 2030. Thus, it begins with a description of the institutional and administrative context of the city of Bogotá and its habitat sector, conformed by district entities’ which objective is the provision of the basic conditions to reach an adequate habitat. Taking as starting point the institutional structure of the district´s habitat sector, whose head is the District Department of Habitat (SDHT for its Spanish acronym), the policy developed a social, economic and territorial characterization that allows identifying the main challenges of the habitat production. For the diagnosis construction, the principles and guidelines presented by the New Urban Agenda (NUA) were implemented, with special emphasis on the concept of adequate habitat as the congregation of conditions that goes beyond the housing unit: the build environment, social and cultural environment as support systems for the integral development of citizens.

Additionally, the construction of the habitat sector policy is based on an active participation and concertation process with strategic population groups selected by vulnerability indicators criteria. These concertation sessions allowed to direct the actions of the policy towards the satisfaction of vulnerable groups´ fundamental needs, endorsing the production of the singular habitat, according to the specificities that the cultural and social diversity of Bogotá demands.

Finally, a roadmap of the habitat sector policy is presented through 9 challenges that bring together different instances of the sector to work cooperatively on the implementation of plans, programs and projects which promote universal access to adequate housing, access universal to public services, infrastructure, public space, and transportation systems, the production of high quality housing outside risk areas, the transformation of housing as a productive element, the strengthening of rural housing according to specific socio-economic and cultural conditions , and finally, the construction of a resilient housing.

This document produced by UN-Habitat in coordination with the SDHT is intended to contribute to the formulation of similar nature policies in the region by presenting guiding concepts that allow introducing innovation at cities´ governance instruments. The innotation of those concepts would endorse and support the conception of habitat beyond the roof and the habitat production with the intention of leaving no one or anywhere behind and promoting access to the right to the city.
