Vision, Scenario Building, and Action Plan for the city of New Damietta 2023 In the light of the analytical work and the exchanges carried out during the first part of the UPIMC programme in Damietta Governorate, this report developed a strategic vision based on an urban strategy developed in full engagement of all stakeholders. This report, which is the output of the second component, draws on the spatial profile that has been created to generate a common strategic vision and scenario and to provide an action plan for accomplishing it by identifying priority infrastructure investments which seek to enhance the living conditions for both local communities and refugees. This method is fully described in the report’s chapters.
Guidelines For the Scrutiny of the Quality of Urban Legislation: A Manual for Parliamentarians 2023 Urban legislation is an important development tool for urban growth as it provides a framework in which to mediate and balance competing public and private interests, especially in relation to land use and development; creates a stable and predictable framework for public and private sector action; guarantees the inclusion of the interests of vulnerable groups; and provides a catalyst for local and national discourse.

Parliaments are the main branch of government with the constitutional mandate to legislate and adopt legislation. This is a significant privilege, but it is also an important responsibility for parliaments that need to make sure, firstly that they produce legislation of the best possible quality; secondly, that the law is producing the desired results; and thirdly that required action is taken to correct “errors” and improve its effectiveness. What might read like a good urban law before adoption might produce unwanted effects and impacts or might need to be amended to fully respond to needs in reality. Legislative scrutiny is a systematic process that needs to take place throughout the life cycle of legislation.

Consequently, UN-Habitat, in collaboration with the Institute of Advanced Legal Studies, University of London, UK has prepared these Guidelines for the Scrutiny of the Quality of Urban Legislation: A Manual for Parliamentarians to act as a point of reference and reflection into quality law-making for all parliamentarians and lawmakers, with the hope of stimulating discussion over ways to address shortcomings in urban legal frameworks.
Dadaab Regeneration Strategy: Enhancing Self-Reliance for Refugees and Hosting Communities in Garissa County, Kenya 2023 The Dadaab Regeneration Strategy promotes economic growth, sustainability, self-reliance, and integration of hosts and refugees in Garissa County, Kenya’s new Dadaab and Bura Municipalities. It offers a path to overcoming economic, environmental, and socio-cultural challenges through physical revitalisation, improved governance, and a transition away from traditional models of hosting refugees in camps.
Municipal Solid Waste Management Audit Report for Taita Taveta County 2023 UN-Habitat has collaborated with Kenya’s Taita Taveta County in strengthening climate action and improving urban environment in the county. Through our Regional Office for Africa and Urban Basic Services Branch, a collaboration framework with the Taita Taveta County was developed and an assessment and audit of the performance of the County Municipal Solid Waste Management System (MSWM) conducted using the Waste Wise Cities Tool (WaCT), developed by UN-Habitat. This Municipal Solid Waste Management Audit Report for Taita Taveta County contains the findings of the assessment and audit and further provides a reliable baseline for maintaining a circular and financially sustainable waste management system that efficiently uses natural resources, generates economic opportunities and establishes healthy living conditions for the residents of the County.
Vision, Scenario Building, and Action Plan for Al-Afrah Neighbourhood 2023 Following the spatial analytics done in the Irbid Spatial Profile and through a participatory approach, this report provides a practical example on neighbourhood planning. It is a blueprint on transforming evidence-based studies into financeable projects and translating the optimal scenario into an action plan, all of which help realize the formulated vision for the Al-Afrah neighbourhood.
Urban Planning and Design for Climate Resilience: A Reference Tool for Local Governments and Planning Actors in the Philippines 2023 Building resilience must be at the core of planning and designing our cities. Aligned with the Philippine New Urban Agenda vision “Better, Greener, Smarter Cities in an Inclusive Philippines”, this guide provides a platform to equip users with concepts and technical information on urban planning and design for climate resilience. It aims to deliver guidance for national government agencies, local government units, and other stakeholders in pursuing resilient and sustainable development. This guide also presents tools and examples that may be used in analysis and decision-making when developing actions for climate change resilience through urban planning and design.
