The Spatial Development Plan for Karak Governorate (2024–2028)

The Spatial Development Plan for Karak Governorate (2024–2028) is the result of a comprehensive planning process aimed at guiding the Governorate’s development over the next five years. The plan follows a structured approach, starting with a detailed situational analysis, moving to the formulation of a shared development vision, and concluding with the identification of priority investment opportunities. 

An in-depth assessment of Karak’s economic, social, cultural, and natural context was conducted to identify key challenges and development opportunities. The analysis was structured around three pillars: the economic landscape, the social context, and the tangible and intangible cultural and natural heritage assets.  

The plan was developed in coordination with the Development Unit of Karak Governorate through a participatory process involving representatives from the Governorate and Executive Councils, municipalities, the private sector, civil society, academia, and relevant development institutions. This collaborative approach resulted in a clear strategic vision that defines development priorities, identifies key growth sectors, and outlines flagship initiatives to enhance socio-economic conditions. Sixteen investment opportunities were identified across sectors such as tourism, agriculture, mining, and industry. Five priority projects were further assessed for feasibility, with defined implementation steps, timelines, and indicative costs. Implementation will follow a phased approach aligned with the development vision and supported by monitoring and evaluation mechanisms. In addition, a sixth project was further examined in light of the 2026 recent challenges and risks identified in Wadi Al-Karak, particularly those related to climate change impacts and natural resource degradation. 

Overall, the plan provides a strategic framework to advance sustainable economic and social development in Karak Governorate during the 2024–2028 period.
