Ten principles can be followed to produce the sort of equal post-conflict settlement planning that can help to build communities that have a better basis of becoming peaceful and sustainable. These are:

1. Gender factors should be integrated in post-conflict settlement planning.
2. Post-conflict settlement planning should increase the safety and security of all groups.
3. Women grassroots organizations should be involved in post-conflict settlement planning.
4. A spatial framework should be used to facilitate the improvement of gender-sensitive coordination of post-crisis settlement planning.
5. The planning process should be people-centred and include both women and men.
6. Planning should be about building back better and increasing crisis resilience, peace and the inclusiveness of all groups.
7. Spatial planning should frame interventions as first steps towards socially, politically and economically equal neighborhoods and cities.
8. Planning should be integrated, linking infrastructure, services and livelihoods in a way that recognizes both women and men needs.
9. Planning should generate economic recovery and growth if addressed equally.
10. Planning should be monitored and evaluated.

This report reviews the status of forced evictions globally through the work of UN-HABITAT, the Advisory Group on Forced Evictions to the Executive Director of UN-HABITAT, and other international actors. It describes and evaluates the important successes and significant challenges related to the prevention, monitoring and assessment of forced evictions. The political, normative, and operational processes necessary to reverse the continuing increase in forced evictions globally must be driven forward.

This report goes some distance towards improving our understanding of the phenomenon in its outline of five of the most common causes of forced evictions, namely: urban development; large scale development projects; natural disasters and climate change; mega-events; and, evictions related to economic forces and the global financial crisis. Apart from providing a succinct global overview and analysis of the state of evictions today, UN-HABITAT also encourages readers to use the text as a practical tool to inform public policy decisions related to urban planning and development.

Everyone has a relationship to land. It is an asset that, with its associated resources, allows its owner access to loans, to build their houses and to set up small businesses in cities. In rural areas, land is essential for livelihoods, subsistence and food security. However, land is a scarce resource governed by a wide range of rights and responsibilities. And not everyone's right to land is secure. Mounting pressure and competition mean that improving land governance - the rules, processes and organizations through which decisions are made about land - is more urgent than ever. This book shows how the Global Land Tool Network is addressing these problems by setting an international agenda on land. It features the land tools that the Network has developed .

The Global Land Tool Network is a partnership of a wide range of organizations involved in land issues. Established in 2006, it has just completed its first phase of operations. This book celebrates the work of the Network so far and illustrates how all land stakeholders play a role in handling the critical social change needed towards achieving equitable access to land for all.

Enhancing Urban Safety and Security addresses three major threats to the safety and security of cities: crime and violence; insecurity of tenure and forced evictions; and natural and human-made disasters. It analyses worldwide trends with respect to each of these threats, paying particular attention to their underlying causes and impacts, as well as to the good policies and best practices that have been adopted at the city, national and international levels in order to address these threats.

The report adopts a human security perspective, concerned with the safety and security of people rather than of states, and highlights issues that can be addressed through appropriate urban policy, planning, design and governance.
