Sihanoukville, Cambodia: Climate Change Vulnerability Assessment

The vulnerability assessment of Sihanoukville, Cambodia, is the result of an in-depth national and local literature and data review, interviews and discussions with an extensive range of local government stakeholders and a community-focused participatory assessment. It considers existing vulnerabilities, municipal plans and priorities and assesses how climate change will affect these.Initial recommendations focus on the integration of climate change into the coastal-urban master plan. In particular, improving basic services such as storm water drainage and solid waste management are priority areas. Early warning systems and disaster preparedness, coastal zone protection and livelihood strategies for the most vulnerable groups are other priorities.

Cities and Climate Change reviews the linkages between urbanization and climate change, two of the greatest challenges currently facing humanity in the 21st Century, and whose effects are converging in dangerous ways. It illustrates the significant contribution of urban areas to climate change while at the same time highlighting the potentially devastating effects of climate change on urban populations. It reviews policy responses, strategies and practices that are emerging in urban areas to mitigate and adapt to climate change, as well as their potential achievements and constraints. In conclusion, the report argues that urban areas have a pivotal role in both climate change mitigation and adaptation and identifies strategies and approaches for strengthening this role.

Города и изменения климата» исследуют связи между урбанизацией и изменением климата, потенциально разрушительными эффектами изменения климата на городское население, и стратегическими ответами и методами, которые появляются в городских образованиях. 

Более чем половина населения в мире теперь живет в городских образованиях, и конвергенция урбанизации и изменения климата угрожают оказать беспрецедентное влияние на экономические системы, качество жизни и социальную стабильность. Однако наряду с этими угрозами, имеется и такой же действенный набор возможностей. Концентрация людей, отраслей промышленности и инфраструктуры, так же как общественной и культурной деятельности, действует как суровое испытание – развивающиеся способы уменьшения выбросов парниковых газов, улучшение методов регулировки и уменьшение уязвимости для воздействий изменения климата.

Этот новый отчет из Программы Населенных пунктов Организации Объединенных Наций (ООН-ХАБИТАТ), – показывает, как города могут улучшить методы своей работы, чтобы ответить на изменение климата, и обеспечивает практические стратегии укрепления их роли в части решения. Les Villes et le Changement Climatique: Orientations Générales - Édition Abrégée (French Language Version)

Le présent rapport analyse les liens entre l'urbanisation et le changement climatique, les effets potentiellement dévastateurs du changement climatique sur les populations urbaines et les nouvelles pratiques et stratégies politiques adoptées dans les centres urbains. Plus de la moitié de la population mondiale vit désormais en zone urbaine et la convergence de l'urbanisation et du changement climatique menace d'avoir un impact sans précédent sur les économies, la qualité de vie et la stabilité sociale des pays. Néanmoins, cette menace apporte avec elle également un ensemble d'opportunités. La concentration des populations, des industries et des infrastructures mais aussi des activités sociales et culturelles constitue un facteur propice à l'innovation (pour mettre au point des solutions de réduction des émissions de gaz à effet de serre, pour optimiser les mécanismes de réponse au changement climatique et pour atténuer la vulnérabilité des populations face au changement climatique).

Maputo, Mozambique: Climate Change Assessment

The Maputo Climate Change Assessment is based on the proposed Framework for Urban Climate Risk Assessment developed by the Fifth Urban Research Symposium. The climate risk assessment framework focuses on how cities are affected by climate change as opposed to how they contribute to climate change, and thus adaptation rather than mitigation is highlighted.

The framework analyses climate risk from three interconnected vectors – hazards, vulnerability and adaptive capacities. The Maputo summary is based on the report titled “Climate Change Impacts in Urban Areas of Mozambique, A Pilot Initiative in Maputo City: Preliminary Assessment and Proposed Implementation Strategy”, an initial output of the city’s activities under the Cities and Climate Change Initiative.

Sorsogon, Philippines: Climate Change Assessment

The Sorsogon Climate Change Assessment examines the climate change impacts, vulnerability and adaptation capacity of a small coastal city in the Philippines - Sorsogon City in the Bicol Region. The assessment uses a participatory Vulnerability and Adaptation process that looks into the city’s exposure, sensitivity, and adaptive capacity vis-a-vis projected climate scenarios, previous climate related disaster events and people’s account of the past events and observations.

The summary is based on the report titled “Sorsogon City Climate Change Vulnerability and Adaptation Assessment”, an initial output of the city’s activities under the Cities and Climate Change Initiative.
