In July 2009, the United Nations Development Programme (UNDP) in Lebanon commissioned the United Nations Human Settlements Programme (UN-HABITAT) to carry out a research on access to basic urban services (BUS) in the Adjacent Areas (AAs) of Palestinian Refugee Camps in Lebanon.

Lebanon is a small country with a total population of 4,223,553 (World Bank, 2010). Recent figures show that 87% of this population currently live in urban areas with the majority - estimated at 64% - residing in large agglomerations mostly in the metropolitan areas of Beirut and Tripoli (UN-HABITAT, 2008).

يندرج هذا الدليل التدريبي في إطار مشروع « تعزيز الحكم المحلي من أجل تفعيل اللامركزية الإدارية في لبنان » الذي يقوم بتنفيذه برنامج UN-HABITAT بالتعاون مع وزارة الداخلية والبلديات/المديرية العامة للإدارات والمجالس المحلية وبتمويل من الحكومة الإيطالية.

This report is produced in the context of the UNDP / UN-Habitat programme in Palestinian gatherings in Lebanon, implemented in partnership with the Lebanese – Palestinian Dialogue Committee (LPDC). The Programme aims at enhancing access to basic urban services, mainly WASH, and improving shelter conditions in these areas which have been hosting refugees from Syria mainly since 2012.

تهدف الدراسة الى تحديد الاهداف التنموية الاستراتيجية واتجاهاتها لسبع بلدات في قضاء بنت جبيل. وقد تمّ هذا عن طريق إجراء تحليلات للواقع المحلي ودراسة للعناصر التي تشكل المقومات المتوفرة في المجتمع المحلي. وتقدم هذه الدراسة إطاراً عملياً لأخذ خطوات مستقبلية في اتجاه تحقيق تنمية مستدامة ومتوازنة في هذه البلدات.

تندرج هذه الدراسة في سياق مشروع برنامج الأمم المتحدة للمستوطنات البشرية UN-HABITAT( ( الرامي الى تطوير قدرات البلديات في الجنوب اللبناني من أجل الشروع في اجراء تخطيط تنموي استراتيجي. باشر برنامج UN-HABITAT نشاطه في جنوب لبنان عام 2007 نتيجة حرب تموز 2006 وذلك من خلال مشروع تفعيل اعادة الاعمار والذي يركز على بناء قدرات البلديات واتحادات البلديات.
