Samuel Seth Passah is currently the Director for Local Governance and Decentralisation at the Ministry for Local Government Decentralisation and Rural Development where he is responsible for performance assessment of local authorities as well as designing of urban projects for implementation by local authorities. He is a member of the Ghana Institute of Planning.
He holds a bachelor’s in geography and resource development from the University of Ghana and a master’s degree in management and development from the Institute for Housing and Urban Development Studies (IHS), Erasmus University, Rotterdam, The Netherlands.
He has worked at different levels and in different capacities. He began his work as civil service staff at Atiwa District Assembly and moved to the Volta Regional Coordinating Council (VRCC) in Ho, Ghana, where he was responsible for coordination and harmonization of the District Assemblies plans to ensure policy compliance.
Passah was an Expert Group Member that prepared the International Guidelines on Urban and Territorial Planning published in 2018 by UN-Habitat.
