The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-Habitat’s Regional Office for the Arab States (ROAS) manages UN-Habitat’s project portfolio in the Arab States. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from Member States. This post is located in UN-Habitat/ROAS at the Sana’a duty station and the incumbent will report to the Head of Country Programme and under the full guidance of the Regional Representative for the Arab States.
Since the crisis resulted in almost total collapse of basic services and institutions, as well as immense pressure on essential basic services resulting in the collapse of institutions; the priorities for urban recovery and reconstruction shall focus on(1)Building back the governance system and enhance the capacity of the local institutions/authorities to better plan and monitor the reconstruction process. (2) Development of an Urban Recovery/ Reconstruction Framework and City Recovery Strategies, building on the analysis made under the city profiling. (3) Rehabilitation and reconstruction of the damaged infrastructure including water and sanitation and electricity networks, and reconstruction of damaged health and education facilities. (4) Repairing and rehabilitating war-damaged houses: creating job opportunities through community builders and deploying local contractors for the reconstruction and rehabilitation of housing. (5) Restoring Housing, Land and Property (HLP) rights where property and ownership documents are lost to ensure that HLP rights of returnees are addressed through means such as provision of legal support.
UN-Habitat is seeking to appoint an International Human Settlements Programme Officer, who technically will complement and amplify the United Nations country programme work-streams in order to address vulnerabilities in urban settings through an area-based approach to programming. (S)he will be optimize the ease of access to the primary hub of inter-agency coordination. The Programme Officer will support UN-Habitat’s mandate in terms of project development, resource mobilization, implementation, monitoring and evaluation related to UN Habitat programmes.
The incumbent will contribute to the United Nations Country Team (UNCT) efforts in localizing the relevant global urban agendas (New Urban Agenda, urban targets of the 2030 Sustainable Development Agenda, Sendai Framework and Paris Agreement, among others) at the country and urban levels, including through the United Nations Sustainable Development Cooperation Framework (UNSDCF) implementation, Humanitarian Response Plan (HRP), national development frameworks, and specific programmes and projects related to urban development. In particular, the incumbent will be responsible for promoting, developing and supporting implementation of the area-based approach to programming at the urban and regional levels. As required by the head of Programme, the Human Settlements Officer will actively participate in relevant UNCT activities and (s)he will work closely with a wide variety of local, national and international partners.
Within delegated authority, and under the direct supervision of the Head of Programme and in close coordination with the UNCT and HCT in Sana’a the Programme Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
• Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
• Performs other related duties as required.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Advanced university degree (Master’s degree or equivalent) in architecture, urban planning, public and business administration, geography or related field is required. A first-level university degree in combination with qualifying two (2) years of experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in human settlements, project or programme management and/or development, including at least four years of relevant international experience is required.
Experience in policy making and project management is desirable.
English and French are the working languages of the United Nation Secretariat, for this position fluency in English is required; Knowledge of Arabic is desirable.
NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
