Key Information of the Assignment

  • Purpose of the Call for EoI: Support the participatory identification of the intervention sites in the four target cities/towns of the project (Kaya, Togouri, Kongoussi and Dori) and build the capacities of local actors on urban planning and spatial analysis in crisis settings

Brief Background of the Project

Burkina Faso has been facing an armed conflict for several years, with an increasing number of jihadist terrorist attacks in its Northern Territories since 2015. This surge in violence by Islamic groups, local militias and militants has taken its toll. Burkina Faso is facing one of the fastest growing displacement crises in Africa. This increase in violence has plunged the country into a humanitarian crisis, with large numbers of internally displaced persons, without adequate shelter or homeless, facing food insecurity and in need of protection, and government authorities having very limited means to answer them. Displacement of people has resulted in loss of livelihoods, social marginalization and increased vulnerability. The current COVID-19 crisis also threatens to crush the war-weakened country's health system.

National and local authorities, especially in small and mid-sized towns in Burkina Faso, lack the resources and capacity to manage the displacement crisis and have not been able to plan for the current rapid urban growth of their communities. Given the risk that displaced people cannot return quickly to their place of origin, there is a strong need to develop durable solutions to accommodate displaced people while at the same time improving the living environments of host communities in Burkina Faso.

UN-Habitat is currently developing a project with the European Commission in four (4) secondary cities located in the northeast of Burkina Faso, to respond to this crisis. While providing around 500 housing units to the most vulnerable displaced people and improving the urban environment in four communities most affected by the displacement crisis, the project aims to increase the capacity of local authorities to develop sustainable solutions for the displaced, by strengthening urban planning capacity, promoting participatory planning processes and implementing sustainable approaches to social, economic and environmental development.

 

Main activities to be carried out during the Assignment

The selected Implementing Partner is supposed to carry out the following main activities:

  • Elaborate a preliminary urban analysis of the 4 targeted cities/towns (Dori, Kaya, Kongoussi and Tougouri) in the context of the massive influx of IDPs;
  • Participate in the joint missions to the 4 targeted cities to present the preliminary urban analysis and define, in collaboration with the CMRUs (Cellules Municipales de Résilience Urbaine), the criteria for selecting the intervention sites;
  • Develop a detailed urban analysis of the pre-selected potential areas of intervention in the 4 targeted cities/towns, according to the criteria and parameters defined during the joint missions;
  • Deliver “on-the-job” capacity building to the CRMUs in the 4 target cities/towns on urban planning and spatial analysis in crisis settings.

1. Increase in number of attacks and increased violence in selected communities (resulting in reduced accessibility to communities and increased number of IDPs)

Regular security situation assessments will be carried out to anticipate serious threats. High level of communication with the UN RC / HC, UNDSS and local / regional authorities will be ensured. Based on the assessments, the necessary adjustments will be made.

2. Elections at local level are foreseen in 2021 (thus, political support might be reduced)

By building institutional capacity and including a wide range of stakeholders (from all constituencies) in communities and building upon the tangible impact for the whole community, new leaders will be inclined to support business continuity.

3. COVID-19 restrictions hinder implementation and other processes.

It is very difficult to foresee, how COVID-19 will evolve in Burkina and what restrictions the government will take. Learning from other country contexts, e.g. protection measures for staff/team can be taken; actions classified as humanitarian aid might be continued. As the project works closely in cooperation with local authorities and local actors, many components could be implemented once local structures are built up; plus, international missions from experts could be affected

4. Coordination with stakeholders is more difficult than foreseen; (mistrust between communities or in government authorities);

Inclusive and participatory approaches for empowering local actors (including people in vulnerable situations) is at the heart of the project; by organizing consultative sessions, keeping up dialogue with representatives of all people in the municipalities including civil society and maintaining a transparent process with tangible improvement of living conditions for all people in the communities, the project aims to restore confidence and social cohesion.
