2024-2025 Annual Report: National Urban Policy Programme, Phase Two
The Mid-Term Evaluation Report for Phase 2 of the Korea-funded National Urban Policy Program (K-NUPP) provides a detailed assessment of progress achieved between 2022 and late 2025. Evaluated against UN-Habitat’s 2024 Policy criteria - relevance, efficiency, effectiveness, impact, sustainability, and coherence - the program has achieved at least "good" performance across all metrics, earning "excellent" ratings specifically in efficiency and impact.
Key Milestones and Deliverables:
Policy Formulation: Five urban policies (four national and one subnational) have been successfully approved, with an additional national urban policy scheduled for completion in 2026.
Community Impact: On-the-ground demonstration projects in I.R. Iran, Myanmar, and Niger State have directly enhanced living conditions for thousands of urban residents by expanding access to renewable energy and sanitation facilities.
Capacity & Knowledge Sharing: The program has fostered strong communities of practice and published practical tools and guides supporting urban policy development and people-centered smart cities.
Looking ahead to the project's conclusion in 2027, the evaluation underscores the need to place greater strategic focus on national urban policy implementation. Ultimately, these mid-term findings not only set the benchmark for the final 2027 evaluation but also serve as a foundational roadmap for conceptualizing K-NUPP Phase 3, which is proposed to center primarily on housing. The evaluation report also documents specific recommendations to improve programme effectiveness going forward.
