Addressing the global housing crisis requires more than programmes and projects. It requires strong public policies. This publication contains the first global database on National Housing Policies; a critical tool for countries to articulate national commitments, coordinate cross-sectoral and multi-level actions, and set a clear vision for inclusive and sustainable housing systems. It analyzes which countries have National Housing Policies; what elements they contain; examines their alignment with the 2030 Agenda for Sustainable Development, the New Urban Agenda, the human right to adequate housing; and investigates their coverage of a broad range of housing thematics.
The report finds that nearly half of surveyed countries have a dedicated National Housing Policy in place, and in total nearly two thirds have some form of national policy on housing. It provides regionally disaggregated data that can help countries better understand how to improve their National Housing Policies. The report is complementary to the ongoing work by the Open-ended Intergovernmental Expert Working Group on Adequate Housing for All on Integrated National Housing Policies, which considers how dedicated National Housing Policies can be integrated within the wider housing system.
