This is one of the products of the City Summit and its development was stimulated and accelerated by the special spirit of cooperation and partnership generated by Habitat II.

This handbook is one of the series of 12 and is intended for use primarily by trainers in national training institutions for local government or training units within local governments themselves.

This second booklet in the series intended for managers intending to attend Operations and Maintenance workshop is designed to help the participants and their local governments become better equipped to launch a successful O&M programme.

The last publication in the TQMn series includes two workshop designs: one based on information that participants bring to the workshop, information drawing on O&M situations in their own local governments while the second one is based on learning experience drawn from field work in a host local government.

The fourth booklet contains the schedule of events for each of the workshops.

The third booklet includes exercises to help participants apply the concepts and ideas of TQMn to the O&M function on which they have collected information prior to the workshop.

This volume contains a set of tools that will help trainers in building successful training and organizational development programmes.
