This guide provides a framework for undertaking the feasibility phase of a National Urban Policy (NUP) and draws largely on UN-Habitat’s experience in engaging with countries that have requested support for developing and implementing a NUP.

The National Urban Policy (NUP) is a tool that allows national governments to guide the urbanization process as well as a guiding tool that provides a clear and coordinated view of the directions to be taken by public policies on the territorial development of cities, enabling greater and better vertical and horizontal coordination.

The paper is a result of a wide range of research and consultations on the demographic, socioeconomic, and physical environment aspects of Liberia. It also provides preliminary policy recommendations for further analysis in the subsequent NUP development processes.
