BACKGROUND
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate and affordable housing for all. It works with organizations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development.
GSD leads the development and integration of globally applicable norms, tools, and methodologies to empower UN-Habitat to deliver sustainable development impact in line with the New Urban Agenda and the Sustainable Development Goals (SDGs) in partnership with countries, cities and communities with focus on adequate housing, land, and basic services for the UN-Habitat Strategic Plan period 2026-2029. To achieve this, GSD is scaling up its provision of sustainable and inclusive urban solutions through normative excellence and by supporting strategic country and regional programming and innovations. The SDG Localization and Governance Section directly reports to the Division Director. It coordinates UN-Habitat’s operational support on SDG Localization, Multilevel Governance and SDG Cities, with Regional and Country Offices, and coordinated the Agency’s technical engagement in the Local2030 Coalition and its Working Group 1 on localizing the Six Transitions – with UNDESA, FAO, and ILO. This consultancy is partly in the Office of the Director, Global Solutions Division (GSD) (50%) and partly in the SDG Localization and Governance Section (50%).
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Human Settlements Officer, Office of the GSD Director, and under the Supervision of the Chief of the SDG Localization and Governance Section, the consultant will undertake the following duties and responsibilities:
1. GSD Front Office:

Coordinate and provide inputs, on behalf of GSD Sections and Units, on the Projects Review Committees (PRCs) at Headquarter and at Regional level, comprising of weekly inputs reports, HQ and four Regional PRCs.

Coordinate and develop the project co-creation feedback from GSD Sections to project design teams through the Virtual Support Network (VPSN), and assist in finalizing PRC documentation

Comprehensive coordination of the finalization of the corporate Catalogue of Solutions publication, produced by GSD

Support coordination of the work of the revised Communities of Practices toward the Strategic Plan 2025-2029 implementation

Support coordination and documentation of Division-wide (such as GSD Annual Retreat) and organization-wide events (e.g. WUF)
-
Follow-up on the development of working modalities and content of the GSD Regional Focal Point system to ensure its strong functioning and inter-Divisional collaboration vis-à-vis the Regional Programmes Division in particular

Draft the monthly GSD results update report to the Office of the Executive Director

Structural Improvement of Internal Knowledge Management and Project Co-creation Processes (PRC Database, Pipeline Co-creation Modality, Co-creation tracker, and others as relevant
2. Local2030 Working Group 1:
- Support the Working Group 1 co-leads with the coordination of meetings, including scheduling, note-taking, follow-up with stakeholders, etc.
- Monitor the Working Group 1’s workplan implementation and support the Working Group 1 co-leads in following up on budget-related matters.
- Provide other types of ad hoc coordination and support to help the Working Group 1 co-leads with the implementation of the Working Group’s workplan,
- Coordinating the peer review, design and publishing of the WG1 policy brief, including providing expert support in drafting and information gathering for relevant knowledge material,
- Support the publishing of the WG1 policy brief, including coordination of a launch event,
- Provide support to communications efforts of the Working Group 1, by contributing to the preparation and publishing of advocacy and awareness materials, among other related tasks, if needed.
- Coordinate the continued engagement with the WG1 Expert Network, including future events and activities.
- Develop/support in disseminating inputs and recommendations from the expert group.
- Support the dissemination of official outcome materials from the EGM and other engagement activities with the Expert Group.
RESULT OF SERVICE
The consultant’s overall expected result is a well-structured and effectively functioning support to PRC process from GSD thematic experts and leadership and high-quality content and results orientation of documents, reports and events produced or organized by GSD.
Secondly, the overall expected result is well-coordinated and efficiently implemented activities of Local2030 Working Group 1, including effective support to co-leads, strong engagement with the Expert Network, timely follow-up on workplan and budget matters, and high-quality preparation and dissemination of reports, advocacy materials, and other key outputs.
PURPOSE
The overall objective is to support collaboration and operational efficiency within the Front Office of the GSD Division, providing quality contributions and inputs to PRC Secretariat co-creation workstreams as well as guidance and expertise to finalize documentation under GSD’s responsibilities.
Secondly, the purpose of the consultancy is to provide comprehensive coordination and operational support to Local2030 Working Group 1 by assisting co-leads in implementing the workplan, facilitating engagement with the Global Expert Group, ensuring effective communication and follow-up with stakeholders, and supporting the development and dissemination of high-quality knowledge and advocacy outputs.

QUALIFICATION REQUIREMENTS/ EVALUATION CRITERIA
Education
Masters degree in information management, business analysis, project management, international development or similar is required.
Language
English and French are the working languages of the United Nations. Fluency in English is required.
Work experience
Two years’ experience in project management, data analysis, events organization, and liaison with local authorities is required.
