Introduction

The African Clean Cities Platform (ACCP) was established to address the increasing demand in waste management from African cities and countries, in April 2017, through a joint effort of UN-Habitat with UNEP, Japan International Cooperation Agency (JICA), Ministry of the Environment of Japan, the City of Yokohama and representatives from 24 countries in Africa.

ACCP serves as a knowledge-sharing, capacity development, and investment promotion platform aimed at enhancing solid waste management across Africa to achieve the waste-related Sustainable Development Goals (SDGs) by 2030. The initiative has since expanded into a network of over 230 cities from 47 countries across the African continent (as of October 2025).

Among its key activities, ACCP facilitates the transition from open dumping to controlled landfilling across Africa by promoting the Fukuoka Method (a semi-aerobic landfill concept). This activity was endorsed by all ACCP member country representatives through the adoption of the New Yokohama Action Guidance at the 4th ACCP Assembly.

In February 2026, ACCP will organize an onsite training for its members. Details regarding the host country and agenda will be shared with the selected participants in early January. The training is primarily intended for French-speaking technical officers from ACCP member cities and countries.

 

Expression of Interest 

Expression of Interest for ACCP member cities to participate in upcoming on-site training on controlled landfill management and mutual learning programme

The ACCP Secretariat invites Expressions of Interest from ACCP member cities to participate in an upcoming onsite training and mutual learning programme focused on controlled landfill management. 

The Objective of this onsite programme is to promote knowledge exchange and foster the mutual learning among the ACCP cities/ participants through local capacity building. It will focus on: 

  • Effective landfill management and operations using affordable technologies, such as the Fukuoka Method, through hands-on, site-based training.

  • Importance of planning and key prerequisites for the proper and sustainable management of landfill sites.

  • Mutual learning through selected city case studies on policy and regulatory frameworks, operational financing systems, and other aspects of solid waste management.

The onsite training will host approximately 8 cities, with one official representing from each member city.

*Participants should have proficiency in French.
*Selected delegates may also be invited to contribute as lecturers during the programme.

The support provided by UN-Habitat will include:

  • Travel cost (flights, VISA, daily subsistence allowance, local travel, accommodation)

  • PPEs and other necessary materials for onsite training, especially at the landfill. 

  • Please ensure that you obtain your own travel insurance for the overseas mission.

 

Eligibility

Eligible participants for the training programme should be staff members from the waste management department of ACCP member cities who:

  • Are in good health and  able to actively participate in all scheduled programme agenda.

  • Have proficiency in French for effective communication.

  • Have at least two years of service in their current organization and intend to continue working with the organization after the training. 

  • Can share insights on their city’s solid waste management challenges, achievements, and ongoing initiatives.

  • Are willing to collaborate and engage with other participants and delegates from ACCP member cities.

  • Are committed to applying the knowledge and skills gained during the programme to benefit their waste management departments/units upon returning to their home cities.

  • Continuously provide feedback/ updates on your MSWM activities, including disposal sites management and status, to other ACCP members after the training.

  • Must attend the mandatory UN security briefing.

 

Submitting Expressions of Interest

Interested cities wishing to participate in the onsite training programme are required to submit an Expression of Interest (EOI) of no more than five pages. The EOI should include, but is not limited to, the following details:

  1. Official letterhead of the institution.
  2. A brief overview of the institution’s background and its interest in solid waste management, particularly in landfill management.
  3. A justification outlining the institution’s need to participate in this onsite training.
  4. Reasons why the nominated representative is well-suited to participate in the programme, along with official approval from the nominee’s supervisor.
  5. A description of the applicant’s contributions—both financial and in-kind (e.g., staff time, equipment, or other resources)—expressed in monetary terms.
  6. An outline of the institution’s governance and organizational structure related to municipal solid waste management, including the qualifications and experience of key staff and the available infrastructure and facilities.
  7. Detailed information on the job responsibilities of the nominated participants, for example their specific Terms of Reference and/or the activities they handle within their department.

 

Overall Timeframe

The programme outlined in this EOI is scheduled to commence in latter half of February 2026, for approximately one week.

 Submission Requirements and Guidelines

All Expressions of Interest must be submitted in electronic format (should be in PDF) no later than 31 December 2025, at 23:59 (EAT, UTC +3) to accp@un.org, with subject of the email “Onsite programme 2026”.

Please note that this EOI notice does not constitute a solicitation. UN-Habitat reserves the right to change or cancel this requirement at any time in the Expressions of Interest/or solicitation process.

Submitting a reply to an EOI does not guarantee that a Cooperation Partner will be considered for receipt of the solicitation when issued and only Cooperation Partners who are deemed qualified by UN-Habitat upon completion of evaluation of submission will receive the final solicitation document.
