Purpose of CFP: 

The United Nations Human Settlements Programme (UN-Habitat) requests expressions of interest to establish a Cooperation Agreement with an implementing partner for the implementation of one demonstration public space intervention in Armenia (Quindío), Colombia, within the framework of the Young Gamechangers Initiative (YGI). The intervention will focus on transforming the Polideportivo La Grecia through participatory, youth-led, and community-driven processes that promote environmental sustainability, social inclusion, urban well-being, and community ownership of public space. 

Summary: 

The call for proposals seeks to identify an implementing partner to implement one tactical/practical urbanism demonstration project aimed at improving public space quality, accessibility, safety, environmental performance, and social cohesion through participatory and community-based processes. The project is part of the Young Gamechangers Initiative (YGI), led by UN-Habitat in partnership with Fundación Botnar and local stakeholders, which promotes youth participation as a catalyst for inclusive and sustainable urban transformation. 

Within this framework, the selected partner will be responsible for implementing the intervention at Polideportivo La Grecia, based on the participatory co-creation processes and architectural and urban design proposals previously developed by UN-Habitat and EVA Studio. The scope includes procurement of materials, implementation of construction and tactical urbanism actions, coordination with local stakeholders and community members, facilitation of community participation activities, compliance with local regulations and safety standards, and documentation of lessons learned and communication materials to support replication and scaling in other urban contexts.

Main activities and outputs 

The Implementing Partner will undertake the following main activities (but not limited to): 

List of activities: 

  • Preparation of detailed budget, work plan, implementation schedule, and methodology. 

  • Procurement of materials and construction elements required for the intervention. 
  • Implementation of tactical/practical urbanism interventions according to the approved architectural and urban designs. 
  • Coordination with local authorities, contractors, local labor, and community stakeholders. 
  • Facilitation of participatory and community-based implementation activities to strengthen community ownership. 
  • Compliance with local regulations, occupational health and safety standards, and permitting processes. 
  • Documentation and systematization of implementation processes and lessons learned. 
  • Development of communication materials, including before-and-after documentation and beneficiary testimonies. 

List of outputs: 

OUTPUT 1: Detailed budget, implementation methodology, work plan, and schedule for the intervention. 

OUTPUT 2: Full implementation and construction of the public space intervention at Polideportivo La Grecia in accordance with the approved urban and architectural designs. 

OUTPUT 3: Community participation and activation activity implemented to promote inclusive use and community ownership of the space. 

OUTPUT 4: Final report including technical documentation, photographic records, communication materials, and lessons learned supporting replication and scaling of similar interventions.
