Challenges & Opportunities of Housing Rehabilitation in Historic Settlements of the Arab region

Housing Rehabilitation in Historic Urban Settlements in Arab Regions is a joint initiative of UN-Habitat, the Islamic Development Bank, and UNESCO. Drawing on 17 case studies and extensive regional consultations, including a landmark conference held in Marrakech in December 2023, this report delivers comprehensive and forward-looking guidelines for the rehabilitation of housing in historic centers across the Arab region.

The publication underscores the strategic importance of Conservation Management Plans (CMPs) as holistic tools that integrate architectural preservation with social cohesion, economic revitalization, and strengthened governance. It tackles critical challenges such as limited financing, weak institutional frameworks, and insufficient stakeholder engagement, while advancing innovative policy responses on land tenure, sustainable governance, and inclusive citizen participation.

Beyond conservation, the report frames housing rehabilitation as a catalyst for resilience, community empowerment, and sustainable development. It highlights strategies for post-crisis reconstruction, promotes climate-conscious and educational approaches to heritage protection, and sets out clear principles for placing citizens at the heart of decision-making in their historic environments.

By consolidating lessons learned and translating them into actionable guidance, this publication seeks to inspire and equip governments, practitioners, and communities to safeguard cultural heritage, enhance housing conditions, and foster resilient, inclusive, and sustainable urban futures across the Arab world.
